It is hard to bring a device into a SCIF by mistake. You have to surrender them at the entrance of the building. There are a couple of items that snuck in because they were new technology (like fitbits) but I'm pretty sure they were quickly banned. From my experience, you have to be doing it on purpose.
But we don't know what thie guy did. Was he already under suspicion and snuck in a thumb drive? Did he waltz into the room while talking on his phone? There's a lot going on here.
