Because it was a test of a rocket that had never flown before. Success wasn't defined as 100% achievement of all

Stages of flight.
The benchmark for success on this flight was to clear the tower. Which it did.
This is what rapid iteration and test to failure look like. It's why Falcon 9 is so freaking reliable.
