Both can be true. It's possible that those locations are where republicans are concentrated but still outnumbered (or voted for Biden)

The GOP are trying to mislead (shocking, I know) by inferring that concentration of Republican voters equals majority of Republican voters. Their audience has a hard time with nuance, so this is an effective strategy for them.
