Saying "we're the party of small government" is helpful in building a coalition because there are aspects of small government that everyone can agree on, like "pay less taxes" and "the government shouldn't interfere in me doing what I want".
But across the various conservative interests, I think there are few small government true believers. All parties in the coalition - business owners, social conservatives, religious conservatives, "independent" voters etc - want government involvement to protect their values and interests from a liberal/free market society.
