e.g. if ending the Reedy Creek district offloaded all the liabilities to Florida (and the last-filed restrictive covenant still retained actual

control with Disney) what has really been "taken" from the company by Florida? arguably they're in a better place financially than before. and would probably also have to prove an adverse economic impact on WDW etc. in the state as a result
