I think he had his own idea of what that meant, sure. So did Robert Moses, for example, and I think the parallels are pretty clear.

Ultimately he’s a sociopath, so everything he touches becomes subservient to his own vision with no consideration that other people might also have valid and differing viewpoints. And since the realization of that vision requires the power to exert their will, the accumulation of power ultimately becomes an end in its own right.
