I'm looking at his full spreadsheet now, and I do not believe that is accurate.

Taken at face value, it claims there is some 16 state combination with a total Reagan victory margin of 1.4M votes which would flip the election result if half plus one of those people voted the other way.
But Reagan won nearly every high value (EV > 7) state by more than 200k votes in '84 (exceptions MA, MD, IA.. and MN but Mondale won that one so no help there). So getting to 257 more EV from only 16 states with that low of a Reagan margin seems a highly dubious prospect.
The spreadsheet even says "not plausible" instead of listing a state combo for '80 and '84, so I think whatever algorithm he's using just gave up on those years and the values listed are meaningless placeholders.
But if there is math demonstrating otherwise I would love to see it.
