In response to
"I have LH marketed on some 016 tickets, but AFAIK you can't book a solely intra-Europe LH itinerary on 016."

When determining miles and PQP for partner flights on *non-016* ticket stock, you use that partner's page on united.com For example the LH page:
https://www.united.com/ual/en/us/fly/mileageplus/earn-miles/airline-partners/lufthansa.html
Under 'Ticket does not start with 016' you see the table that determines the miles you earn based on fare class and distance (very similar to how AA partner tables worked). That tells you how many Award miles you earn.
To determine the amount of PQP you earn, you will divide that award miles number by either 5 or 6, as defined on the following page (LH is a preferred partner so divide by 5). Note there are also caps listed on this page:
https://www.united.com/ual/en/us/fly/mileageplus/earn-miles/airline-partners/premier-qualifying-credit.html
As long as a flight earns PQP (any number of PQP) then it will earn 1 PQF as well.

One additional note: Keep in mind that status on United (any status level) requires that you fly at least 4 PQF on United or United express metal during the qualifying year. This is not hard to accomplish but it is mandatory. You could fly 50 LH flights but you'd get no UA status unless you flew at least 4 UA metal PQFs.
