Not equivalent to the EU, but there is a lot of overlap.

EU countries are required to join Schengen (Ireland has an exception. UK had an exception when they were EU). Romania, Bulgaria, Cyprus are required to join Schengen since they are part of the EU, but have not yet met requirements to join Schengen.
There are also a few countries not in EU that are part of Schengen (Norway, Switzerland, Iceland, Liechtenstein)
