I thought that was due to the way they did contracts.

First 2 seasons are really cheap, third is (usually) prohibitively expensive.
I agree that lack of promotion is an issue for their shows. Unfortunately I think that may be by design as they seem to want to make a lot of 2 season shows and the occasional Stranger Things type hit.
