You mean this hasn't been normalized in NB? Out here, Stupidstore has always required a dollar. Other stores sometimes require a quarter.

Some folks even sell fake cart dollars just for this.

That said, however, the three main stores we shop at do not have a coin-operated cart system (and that includes walmart). But another one we do shop at (Wholesale Club, which I believe is owned by Stupidstore), does have coin operated carts.
