Yep, we're mostly in agreement, and the car insurance comparison is an excellent, perfect example.

And I will say that there is a positive side to reducing consumption too. There are a lot of unnecessary services being administered. There wouldn't be as aggressive a push to reduce consumption if it was simply a cost containment measure; the health benefits of the extra consumption are dubious at best too.
That said, the idea that people couldn't choose to buy up beyond that insurance concept is ludicrous.
