(or, to clarify, I suspect the intention of the wording in the bill was to prevent companies from circumventing minimum standards...)

with barebones private plans. if you are going to get credit for offering health insurance to your employees, it needs to be up to some minimum standards. that makes total, complete sense.

the idea that there would also be a ceiling *limiting* the amount of coverage that an employer or individual would be able to buy up to is batshit ludicrous. they are paying for it. there is no additional burden.
