They were never going to have to pay the fines (and never did, that’s an apocryphal story by nike). He was saying whatever it took to get Jordan to sign the contract and had honed in on Michael’s desire to stand out and be different.

It was to show his desperation as this was his only shot that year and his (and everyone else’s) jobs were on the line if he didn’t reel in the big one.
