the (totally made up) Hastert Rule precludes GOP speakers from bringing a bill to the floor if it doesn’t have majority GOP support

so Dems are holding them to their dumb made up rule before they give Kev a single vote for his hostage deal. and even then the best he could promise out of his own majority is 150 votes
