For a long time people in San Fran would buy a POS beater, park it anywhere, rack up thousands of tix before it got towed....

that was before they computerized, now the parking enforcement knows how many tickets you have, five EVEN IF fresh not even overdue yet will get your car booted.
one time I was in court to fight a ticket and woman had 5,000 worth of tickets she put on payments, this was in the 80s when you could fight them.
