that was before they computerized, now the parking enforcement knows how many tickets you have, five EVEN IF fresh not even overdue yet will get your car booted.
one time I was in court to fight a ticket and woman had 5,000 worth of tickets she put on payments, this was in the 80s when you could fight them.
