STIS: do ADA accommodations apply in all places? Does it depend on whether it’s a public or private place, etc?

Nathan has been going to a daylong camp at a local science center. The class is wild and out of control - the instructors have admitted that 4 or so boys are super loud and rambunctious. “We’ve been doing this for 25 years and we’ve never had a class this loud.” N has a lot of noise sensitivity so he wears noise canceling headphones in public. Still, it’s so noisy that he needs quiet breaks from the room. The instructors were fine with this, until the museum director complained that it was a “security risk” and that he couldn’t be out of the room unattended. I had to pick him up early yesterday because the noise was just too much.
Autism is covered under ADA and I feel like the breaks are a reasonable accommodation, but I don’t know if I actually have a leg to stand on here if I fight. (The instructors told Will this morning that the director later said N can go into the staff break room if he needs to, so I guess for now we’re good, but I want to make sure I’m prepared in case this happens again.)
