Dumb tech question theatre: Can you have a Windows server that has no autoexec.bat or config.sys files?

I presume yes, but I've never encountered it.

yes. Those files haven't really been used on the server side since NT (they were or can be used in the command-prompt but not for server boots) -- nm

I think newer versions of windows don't need those files at all (anything NT-based, so XP and newer) -- nm
