The how is an email from NTSB to the NPR. I'm guessing the why is to explain why the NTSB isn't going to perform a full investigation

To me the more the how/why is how the NTSB ended up at that quick conclusion but at the same time I'm not sure I really want the details on that as it almost undoubtedly is based on conclusive (probably visual) proof of intent on the part of the deceased
