Check and see if the township, municipality or whatever has a permit portal - that would list what permits are up for review or have been approved, and should be searchable by address or map or GIS system. Through a civic platform, then business, permits and/or licenses.
Local EPA, water districts, or whatever local, county, federal agency that might be in charge of any waterways or public parklands that might be affected. The plans would need to be reviewed in relation to any impact they might have.
Local zoning agencies.
Demolition permits from county or municipality.
Also community development.
She also said you can try calling the planning department of the area. Also search through local papers, or go by the property (I told her you didn't live there).
Also one caveat - Some of these things depend on where you are. These work in the Chicago area, but may differ in Florida or other parts of the country.
