This is what our local outreach team faces. Every week they clean up an encampment but very few people accept services. -- nm

Presumably, the prevalent - but not universal - problem is mental illness. The solution is more psychiatric care. -- nm

How? They can't be forced to get care or take their medication. We have every social service you can think of to assist people.
