That he actually used Pol Pot, of all people, is the tell.

Meaning he asked a staffer to put a list together of terrible dictators and just rattled them off.
Pol Pot accomplished almost nothing except wiping out his own people.
Hitler, Castro, Mao, Stalin? They all have significant (infamously so) accomplishments.
