People suck. The building should speak with the people that don't separate their garbage and let them know if they get a ticket it's going to them.

My landlord had the same issue but as we put our own garbage at the curb there wasn't someone to double check so he kept getting tickets. He told everyone if he gets a ticket he's giving it to the people that aren't separating their garbage. It mostly stopped after that.
