Get the one that has both. Portable L2 is great (it would make it convenient for me to take a charger to my parents house where they have a plug) but -- (edited)

L1 is really going to be the majority of your "emergency" options
EDIT: I see below you already have a portable L1...so...maybe not if you're trying to save space
