I have not kept up with this at all, but maybe he got some kind of treatment that made it easier to control urges. Or left the area.

Or realized that with tech advances he would get caught more easily. I know cellphone, aka personal trackers, really blew up 10-15 years ago but also cameras, security and personal, started becoming much more prevalent.
