BTK apparently got enough of what he needed from his new job during that time.

He was a dog catcher and compliance officer. He was apparently very strict and bullying, especially to women.
Maybe no longer working installing home security was also a factor.
Golden State Killer is the bigger mystery. He apparently stopped in 81, killed one more time in 86, and then stopped for good.
