Something quite close is a bullshit descriptor. Hell, we have a saying about close not meaning anything other than in horseshoes and hand grenades.
Is 40% close? If the district pairs with a reasonable amount of white democratic voters...it's a solid plurality to achieve the goal of allowing black voters to select their representative.
