The point of the bomb, to him, was not to "end the war against Japan". He felt the bomb had to be used to show the power of it to scare humanity into cooperating. He's a less super-villain version of Ozymandius, but also naive about humanity's ability to fool itself, in the way that so many intellectuals are.
I also think it does damn him for his detachment from his own responsibility. He can't even look at the slideshow of the results.
