to absolve himself of responsibility. "I just built it, it's the military that uses it". It's the same self-deluding, in-their-own-head character that Nolan goes back to a lot. It's also not making him all bad or all good - it's not a hagiography, and it's not trying to turn him into a monster, which thankfully it doesn't because that's boring. "Here's a complicated guy who did something great and terrible. Make up your own mind about him."
I don't think he didn't see the application of it for power generation, it's that when you're in a race to build a bomb, building a reactor is a mistake. (that was also the Germans - he was talking about Heisenberg)
