If I recall correctly there are like 50 Silos but one that is ‘in charge’ and they are operating under the premise that only one of the silo communities will be the one that survives so any time there is an uprising, they either shut down the silo and kill everyone or they ‘reset’ it by applying a drug that wipes everyone’s memory.
The silo in our story is one that was reset.
