Basically it means that he's filed two court cases to force a government official to do something in terms of their jobs...

except, he's not actually requested they do their jobs in either request.
Example: Govt official refuses to release a document for public use... mandamus would order them to do so.
Mandamus = A (writ of) mandamus is an order from a court to an inferior government official ordering the government official to properly fulfill their official duties or correct an abuse of discretion.
