The beurocracy and political were bogged down in conventional arms advancements, the nuke side were ambivolent since...

they had been seeing their lab partners, neighbors etc being hauled away/disappeared, many where thinking, do we really want to give them this power.

but at the height of it they only had about 100 people working on it, compared to nearly a quarter million (approx) in total for the US effort
