Pretty much. They're just there as window dressing and to catch anyone putting things in their bag or under a jacket.

That guy is not stopping a group of men running with items and I'm pretty sure they're told not to pursue thieves off the property for legal or insurance purposes.
Gucci is insured and they're all on camera so if they can be found I expect they will be.
