He isn't a pilot and he has a Secret Service detail. It'd be tough for him to flee.

The Secret Service would end up with conflicting directives. Their mission is to keep the protectee safe, but not restrict their movements outside that goal. But they are law enforcement and could be directed to either stand down their protection to allow his arrest or be directed to arrest him.
And any pilot who wanted to stay a pilot would follow orders to either not take off or return to the airport that came from the FAA or ATC.
