I honestly thought that's where his story was going.

I can also see how that might be a bit difficult for the people at Bungie that worked with him. It could be like losing him a second time.
Not to mention the expense in potential rewrites and new cutscenes if they had already animated stuff with him for the new season. A lot to ask for a company that can't afford to make new pvp maps.
