There have been artists who have been pushing for legislation (there is legislation around other music copyrights like the costs for someone to play a

song publicly or in restaurants and stores, so it's not unreasonable). Aloe Blacc was making the rounds pushing for this when one of his songs (wake me up) was streamed 128 million times and he got paid $1200 for it.
