i mean, if they blocked the roads when people were evacuating, it's beyond criminal.

one of the problems is local emergency agencies didn't sound any warnings so nobody knew to evacuate or take other actions -- nm

I guess the sirens are considered tsunami warnings and they were afraid people would move inland towards the fire rather than to the ocean.
