depends how he said it. straight up "will you write for us?" "you can't afford me," is pretty dickish. don't be an ass, hear people out.

like not high-profile or circulation enough, bad reputation, diluting the value of his work, too busy, doesn't like the editor/publication, almost any other direct refusal I'm fine with, but "you're too poor" is never in good taste. you only say that to belittle people.
