The reverse standing priority would seem to address competition and it's not even like fantasy where a team uses it priority on one player

Every player individually goes through the waiver process and on an extreme basis, the A's could've claimed every player on the wire for the cost of paying their prorated salaries for the year.
I'd agree with you on a big picture thing but this particular rule seems to be least of issues in getting the super cheap, super not competitive teams to spend money to actually be competitive.
