(Why do I phrase it dismissively as buying votes? Because it's a one-off stimulus they can claim ownership of at election time.)

It's not an actual ongoing improvement in people's lives. It isn't building something. It's not a step toward UBI or anything like that... although I suppose it might energize voters to be receptive to something like UBI as a platform piece. But only in the most roundabout of ways.
