My very uneducated understanding is that without the ability to spend teams can't make changes in season so they're basically stuck where they are from day 1 with few ways to adjust the cars to be better.
My understanding is money is the only way to really improve performance and that normally cars would undergo lots of changes throughout the season. But without the ability to spend they can't make the necessary adjustments to their cars so there's little chance of anyone making it a competitive season.

It seems like they shot themselves in the foot with the recent changes. Whomever has the fastest car from the start of the season is going to end up winning it all as teams can't adjust.
Please correct me if I'm wrong.
