Gideon the Ninth by Tamsyn Muir. It's okay. One big complaint is it has 18 characters that are each referred to in at least 4 different ways.

It can be next to impossible at times to follow plot when it bounces between those characters and uses titles sometimes and first names other times, and last names, and nicknames, and job titles. It's a first novel that needed an editor to say "clean this up, people are going to get lost".
