From everything I've read it's not specific to a type of train system other than it not include cargo.

I am taking a short 20km train ride up into the mountains in Norway in October. And then right back down. 18 out of 20 tunnels were built by hand! -- (link)

I was kind of wondering the same thing. Charlotte has built a light rail in the last decade but I guess that's closer to a subway.
