Perhaps. It's almost surely not his top priority, but he wants enough for the guarantee. I typically continue to throw points at guys just in case

someone like you is hiding in the weeds.
Typical for me in this situation as the leader is to throw in at least 8 more points each cycle. If you're -13 and max out, my 8 points means you're still not within 3. If I can spare it I will throw in more, 10 or 12. It all depends how badly I want to retain the guy and what other irons I'm tending.
I may be atypical in my strategeries, though.
