Russia's air conduct reminds me of what a US Air Force general said after Desert Storm.

The Iraqi Air Force did their best to hide from the US and avoided any sort of major air battle. This allowed the US to command the skies with very little effort. After it was over this general got asked if Saddam Hussein could have done better with his planes. The US general said "Yeah, he could have used them".
I read two weeks ago an article with a current US Air Force general talking about Ukraine. He basically said he was still befuddled as to why Russia did not concentrate on taking out Ukraine's air defenses in the first weeks of the war (which is what we would have done, of course).
So I agree with the paper tiger comment, and one of the big reasons they are that is just sheer incompetence.
