That seems to be who the major culprits are here. Or there are some very horrible people exploiting the fact the you can't be charged with a crime there if you're under 14.
It probably is more widespread than we think, we just don't hear about it for a few reasons. The people doing it usually keep it private, but someone in that town made things public. There is little reporting when it happens due to lack of information and/or a desire by some involved (or law enforcement) to keep it somewhat quiet. There can be good reasons for that, such as lessening the victim shaming and other things that accompany these types of things or to try and keep as many people in the dark as possible about how easy this apparently is. We're really only hearing about the problem with it in this town because some of the people there want us to hear about it, in hopes of stopping it from happening to other girls.
