You are accurate. When he wrote "I take full responsibility" he needed to recognize that meant he was losing his dream job.

I'm seeing mixed things about whether the PMO should have known or not known - I don't think its unfair to not take them at their word anymore - but the speaker resignation was table stakes for the international apology required.
