There's no way that any building would leave an out of service elevator with an open door to the shaft. The doors would be closed unless someone was physically working on the elevator.
I've never in my life seen an elevator with some flimsy tape across an open elevator shaft. That's just way too major of a safety hazard and not something you'd ever see. Even if the door was broken they'd have installed some plywood or something to completely cover the shaft.
