I copied this comment from the AV Club which sums it up for me (felt like a mid-season finale rather than a finale finale):
"Its not that they didnt wrap up, its that they didnt go ANYWHERE.
You have NO IDEA what Baylan wanted on that planet.
Or why he abandoned his apprentice.
You have NO IDEA what Thrawn has planned.
You have no idea what his cargo is.
You have no idea what happened to him on this planet.
Literally all that has happened is Sabine and Ahsoka switched places with Ezra while freeing Thrawn from his prison planet.
As much as there were parts of it that I liked it 100% was all setup and no payoff."
