After a quick gander, I'd say it is relatively safe, but not assured, and difficult to assess.

The California 20th CD is kind of up in the air after the district boundaries were redrawn last year. I wouldn't call it a "Republican stronghold," but it's not a swing district either.
And I doubt he runs for re-election.
